Actually, I just thought about this a bit more, and I have a question. As I said, this draft has a lot of tweaking left to do. At the moment it is very underspecified. IMHO you could not give this to two implementation teams and obtain interoperable results. Part of what is left to specify falls squarely within the multrans proposed charter. So I would prefer to see the multrans BoF become a WG and see this draft be adopted by multrans, while softwire focuses on non-multicast stuff. But this document needs to be adopted somewhere.
