Depending what you are doing.  If you are just changing your local
settings i.e. changing local IP address or hostname, then yes.  In most
cases, no.  If some of the network services not behaving correctly, then
you may have restart that services.  Sometime reboot may be in that
order depending on services it is trying to accomplish.

If a change is made to /etc/hosts does the system need to be rebooted
for it
to take effect?
