Is there a simple way to adjust the MANPATH so it is permanent and affects all users?

I know I can edit /etc/default/su and /etc/default/login to change the default PATH for users. Putting MANPATH in that file doesn't seem to work. I really don't want to mess with .profile or .bashrc files or have to export MANPATH everytime.

Current MANPATH env variable

MANPATH=/usr/dt/man:/usr/man:/usr/openwin/share/man

I would like it to be MANPATH=/usr/dt/man:/usr/man:/usr/openwin/share/man:/opt/csw/man for starters.
