I get this problem with the 3.18.3 release and the attached patch solves
it. Basically, SWIG_VERSION changed to "2.0" so it doesn't match "unknown"
anymore like it did in the 3.16.* series.
Instead of having to keep changing this code as the SWIG_VERSION keeps
changing my patch just uses an if/else conditional to add the correct
target.
