Unfortunately, they are not.
We need to be careful... and perhaps do an manual notification to
solr-dev when we change something non-trivial?

Also, I meant to remind developers intending to vote on the final
release bits next week to check out the structure of the whole
download *now*... that will speed up the release process by avoiding
restarting votes.
