I've never had good luck with patches for moving files.  Even if it applies 
correctly, if you commit the patch, the svn history does not show that the file 
was moved.  (unless this has been fixed in the last year since i looked)

For refactoring like this, whoever commits this will probably need to make the 
changes directly.
