John -- The answer is "no." The client does not need a public IP and can run behind a NAT'ed router. It can also be used via a dialup connection. The client does not need a fixed address either. The VPN client DOES need the public address of your firewall of course.
We've been reasonably happy with the product other than the lack of a layered DNS server strategy which most mature VPN client products support currently. This is the situation where your corporate DNS server addresses are not used by the client. Instead the ISP's are used which means names for internal servers must be manually added to a hosts file in order for the user to avoid using ip addresses...
