John,

One Client with a security policy configured for all the FW's or on x 
number of security policies one for each of the remote FW's.

The PRO will allow you to not only manage the FW with the VPN but also 
allow you to the network.
The SOHO3 and TELE3 will only allow the management of the FW unless you 
have the VPN upgrade for the FW.

I belive that is correct.  ( no coffee yet this morning )
