Koštunica condemns Ban proposal

BELGRADE -- Prime Minister Vojislav Koštunica has blasted UN Sec-Gen. 
Ban Ki-moon’s plans to alter the configuration of the UN mission in 
Kosovo by bringing EULEX under UN auspices.

Koštunica said that such a proposal breached Resolution 1244 and could 
not therefore be acceptable to Serbia.

“I should reiterate that on December 26, the National Parliament adopted 
a resolution which declared that the deployment of the EULEX mission to 
implement the rejected Ahtisaari Plan was an act that jeopardized 
sovereignty, territorial integrity and Serbia’s constitutional order,“ 
Koštunica said in a statement delivered to Tanjug.

“Since EULEX’s aim is to implement the Ahtisaari Plan for Kosovo 
independence, it’s clear that this mission is in direct breach of 
Resolution 1244, according to which the aim of the international 
presence cannot in any way be the promotion of Kosovo independence,“ 
said the prime minister.

Meanwhile, Kosovo Minister Slobodan Samardžić has said that Ban has 
overstepped his authority by proposing UNMIK’s reconfiguration, and that 
this is totally unacceptable to Serbia.

“Only the Security Council can take such decisions to change the nature 
of the international presence in Kosovo,” said Samardžić.

The minister said that President Boris Tadić, to whom Ban submitted his 
proposal, “does not have the constitutional authority to lead the 
country’s policy, but he will reply in writing in line with the 
agreement with the Serbian government.”

He added that the Kosovo constitution, whose adoption is scheduled for 
June 15, was not acceptable for the Serbs or other non-Albanian ethnic 
communities in the province, or for Serbia itself, as it was part of the 
Ahtisaari Plan.

“We’ve agreed that the response to this will be the creation of a Serb 
parliament in Kosovo that would have a representative-political 
character, made up of delegates from all the municipalities, and would 
not have an executive-legislative function,” explained Samardžić. He 
said that that body’s founding session would take place on June 28.
