etcupdate: add -? for help. improve option errors
Support -? to show help.
Implemented using getopts "leading colon optstring" feature.
Improve error messages for unknown options and missing arguments.
Change usage-related errors from stdout to stderr.
Keep all other errors to stdout for now.
