Slightly improve error reporting in two respects:
1. In the error reporting function, if the file argument is absolute,
ignore the basedir. This makes it easier and more robust to talk
about absolute paths, which are typically below /tmp/.
2. Report dba_write failure. Even if the data did not actually change,
the user almost certainly wants to know about the problem because
it's hard to see how it could be intentional to ask makewhatis(8)
to change a database it cannot write to.
