sys/qcgpio: fix GPIO wakeup masking during suspend
The suspend path disables pins marked for wakeup while leaving other
GPIO interrupts enabled. Here, I reverse the condition to preserve
wakeup sources and mask ordinary interrupts; restore the saved
configuration on resume.
