The profile should be loaded by default, see http://jsoftware.com/help/user/cmdline.htm and subsequent pages. It loads the base library, which includes 'install' and 'require'.
For the meaning of ~ see http://code.jsoftware.com/wiki/Guides/Folders_and_Projects . You should be able to get a normal J installation and just replace the binary.
