There is a java based bug tracker called ELIPS. It is pretty good and I have been using it.

Not quite. What I was talking about was Atlassian giving free licenses, but you need to host it (inside a Servlet container or in a standalone VM) yourself. As far as I know SF do not offer servlets.
Anyway, Robert has contacted Atlassian and nothing has happened yet so we will probably have to let it go.
