Glad you like SourceJammer and I hope you decide to use it.

As for the GPL/GLPL thing: there is a slight problem with the GPL build. I 
assure you that it is
the GPL release that you have if the file name says gpl. But this release is 
not configured by
default to use the Gnu Diff algorithm. You should be able to fix this, though.

Modify your conf.xml file (on your server and all of your clients) by adding 
the following:

<DiffAlgorithmClass>JLibDiff.GnuDiffAlgorithm</DiffAlgorithmClass>

That should tell the system to use the Gnu Diff engine.

Give it a try and let me know if it works out.

As for the SCC api--I have no information on that. I can't remember who said 
they were working on
that and I have not heard anything about it for a long time. The best thing I 
can offer you is the
new Eclipse plugin. I could also offer my own guidance if someone on your team 
felt like
contributing that to the project. It probably would not be horribly difficult.
