Shawn, Thanks for the suggestion. I'm adding a status field to the submission table that will allow users or approvers to "withdraw" a submission, which will remove it from the main list in the "review" page (they can re-activate it later from MyJuicer). There will also be a "promoted" status for packages moved to /contrib, so they don't clutter up the list (this is will handled manually, at first).
