I thought the point of the BuildRequires tag was to specify which packages the build system should install on the build system prior to attempting to build your package.
In which case, I would have thought that: BuildRequires: SUNWcmake would accomplish what you want since I see that cmake 2.6 is available in the release repository and is therefore presumably available for juicer to install. If you've done the above, then I'm as mystified as you are and we'll will need someone more experienced to comment.
