I've been thinking that we should lock any submissions that get +2 votes 
so that they can't be modified prior to promotion and then require a new 
submission for any updates, maybe with the ability to clone submissions. 
Your way works too, but I have this nagging fear that we'll vote a 
package in only to have it modified prior to promotion such that it 
either no longer works or it does something malicious.

Yes, Robert explained in his promotion request to the alias that this 
improves upon the one that's there. To quote:

"The spec file is based on current dhcp package in contrib which was 
"robo-ported".
The main changes I did:

- upgraded to latest stable release
- included SMF manifest
- moved configuration file to /etc/dhcp/dhcpd.conf
- paths in man pages are updated "
