The President Compromising security of the nation

BY: Deng Ajakagutkuei Deng, AUSTRALIA

NOV. 14/2011, SSN; Compromising security of Nation is unacceptable, if
the president can’t handle it well, it better to step down and let
another person who can handle the situation will better than him doing
the job.

I had enough of one monotonous phrase used by the president of South
Sudan, Salva Kiir, “of no return to war with North.“ I am not saying,
like other citizens of great nation, let's return to war with north,
but when our sovereignty is attacked, we have no choice but fight
back.

I wonder why the president keeps pledging and singing of no return to
war, when it's confronted with security challenges, people dying
without accountability from the attackers and no responses from the
government that's supposed to protect them.

It's black and white, if we are attacked we will revenge it.

If C-in-C of a country keep saying that while his country has been
attacked, it's a slap in the face and showing a sign of weakness and
cowardice response.

This would give a green light to North to assert more attack on us, as
Bashir is desperate to cling onto power by winning back defected part
of greater Sudan by force.

I guess if Bashir hears that, he will use his SAF to increase attacks
on us and even many areas including Juba, hoping that South Sudan
doesn’t want war and therefore it won’t respond militarily.

There’s a proverb that say, “attack is the best form of defense,” and
another that, "don’t bring a fight in places where there are children
and women, as they will cry and make wail and weaken the men's
motion.”

All these proverbs do not condone idleness and allow somebody to
attack your homestead, but encourage a fight off at the border.

I am diehard SPLM supporter, but I am disappointed with Mr. President
Kiir and ROSS government the way they handle security of the nation
and border issue with North.

We have a parliament which should not watch ugly by while its country
is being attacked. If we're other countries who mind a lot about
national security, the recent air and ground attacks on the border
state of Unity should have been a hot potato debate and even move
motion against the President if he insists and compromises the
security of the nation.

North regime is weak as there are wars everywhere, West, East and
south, if we can well protect and seal off our border and isolate the
fight to the north, there would no threat. North won’t actually
declared war with other Sovereign States and leave its own issue
unresolved everywhere in it country.

Another issue I was disappointed with ROSS government, is the issue of
Abyei, Abyei should not be purchased from the North as it was stated
by SPLM secretary general, Pagan Amum, that they working to give money
to the North. It's a totally weak response.

Abyei has its protocol under CPA, same like the Protocol which gave
South referendum; we should not re-negotiate this protocol or talk of
buying Abyei with our own money. Abyei deserves whatever it takes to
ensure its Protocols are implemented as spelt under CPA and it will
remain in South Sudan.

One may wonder what happened to our fierce and heroic fighters like
John Koang, Dr Majak Agot, Pieng Deng, James Hoth Mai and Oyei Deng
Ajak, when security deteriorates, but they are still fierce fighters
as we used to know about them.

And I am even more impressed with minister of defense John Koang of
his approaches in reforming military in a few month when it took over
the defense portfolio.

Guess what, the problem is our constitution which prevents decision
from relevant person in position, but the slow president who seldom or
hardly makes decision has control overall.

I am afraid, worst may happened if the constitution remains
un-amended, in many countries when it comes to security issues it's a
matter of urgency twenty four hours seven days a week.

A president can be wake up even late hours as two o’clock in morning
to give an approval if necessary. Governing a country is not a
privilege, it hard task with deadly responsibility and accountability.

Mr President was right in May 2011 to respond when SAF illegally and
forcefully occupied Abyei at the eve of our independence, his action
then prevented full scale war as we were still under North regime.

But now we are a Sovereign state and a member of UNSC, we are not part
of Northern regime anymore that why we join UN and AU, under which
circumstances why can fear North of taking south back.

This may only happen we fail to defend ourselves and give in to the
endless North demand, otherwise we can protect our border and fight
off adverse attack on our sovereignty.

I urge the South Sudan Legislature, executive (cabinets or council of
ministers), judiciary system, defense force and experts to look at
this situation critically, before it's gone out of hands and take
necessary measures to secure country and border.

No return to war pledge is not a way forward and isn’t helping the
security of this young nation.
