The Central Equatoria State Parliament raised a motion raising concern
about the massive movement of pastoralists in Kajo-Keji, Lainya and
Yei river counties.

The matter was brought forward by five Members of Parliament from
Kajo-Keji, Morobo, Yei River County and two signatories from Juba
County.

Kajo-Keji County MP, Dabe Francis Elisama said in May alone, six
groups were reported to have entered Nyepo and Liwolo Payams. Elisama
said the herdsmen are a security threat because they move around with
guns.

"Some of the peasants have fled their farms as most of the
pastoralists possess guns and threaten the local people. Thus the
safety and security of lives and property solely rests on the
shoulders of Central Equatoria State Government. The massive movement
and storming by these huge herds of cattle cause a great deal of
threat of destruction of crops, vegetation, ecology, and bio-diversity
of our land.

The State Minister of Animal Resources Paul Ladu Bureng said the
matter is already being addressed by the Council of Ministers. Ladu
Bureng said the Council is considering penalties and fines for the
herds people.
