In the draft, South Sudan offered to pay Sudan $3.028 billion as Direct Financial Contribution to fill the financial gap created by the secession. The offer would be paid through Escrow Account to be created under the agreement over a period of three-and-half years: $478m in 2012, $100m, $850m in 2014 and $700m in 2015. The offer constitutes one-third of Sudan's financial gap as calculated by the International Monetary Fund (IMF). South Sudan also raised the transit fee to $9.10 per barrel for GNPOC pipeline and $7.26 for Petrodar pipeline, much higher than an earlier position of 68 cents. The proposal also indicates that South Sudan would forgive earlier financial claims, including diverted oil consignments and previous unpaid share of oil revenues before independence. As such, Sudan would get a gross wealth transfer of $8.213 billion from South Sudan over the next three-and-half years. In the proposal, South Sudan called for creation of a buffer zone of 10 Km from each side of the border to be followed by the demarcation. On Abyei, South Sudan proposed that a referendum, organized by the African Union/United Nations with support from the two countries, be held not later than November 30, 2012. The legible voters shall be the nine Dinka Ngok Chiefdoms transferred to Southern Kordofan in 1905 and other residents of Abyei area as defined by the 2009 ruling of the Permanent Court of Arbitration in The Hague. However, Sudan has reportedly turned down the proposal. "We think security is a prerequisite," Mutrif Siddiq, a member of Khartoum's delegation said in Addis Ababa, according to the AFP news agency. However, the deadline issued by the United Nations Security Council for the two countries to agree on the outstanding issues is August 2, 2012. Mutrif said more time was needed to discuss the pending issues.
