[Gurtong | File] By Jacob Achiek Jok BOR, 27 April 2013 [Gurtong] – Speaking to the media, the governor Kuol Manyang Juuk has said that resolving the problem will be through forgiveness. “I got the information yesterday and I welcomed the amnesty being granted by the president of the republic of South Sudan to rebel groups including David Yau Yau and this is how you resolve situations by forgiving those who caused harm to others,” Governor Manyang said. Kuol who welcomed the amnesty re-granted to rebels group has urged Yau Yau to respond positively to the call instead of killing his own people. “I welcomed the amnesty and I therefore adding my voice for David Yau Yau to response to this amnesty because war is not good it kills our lives and we are not here to kill our lives, we preserve our lives so that we do what God created us for,” he said. Kuol has said that civil population in Pibor County has suffered as a result of continuous war and that is why David Yau Yau needs to respond for the people so that people of Jonglei should be peaceful. He said that development can be achieved if there is peace in Jonglei state because road infrastructure, schools and health facilities must be delivered without fear of insecurity. Mangang congratulated the president of the republic for exercising his powers and said that since the headquarters of Yau Yau was overrun by Sudan People’s Liberation Army (SPLA) there is no any incident happening in the state except the incident which killed 12 people near Gumuruk. “From that time up to now there are no major incidents happening though there are few incidences of cattle thieves and killing which happened in Duk County and Sudan-safari,” he said. Manyang said that those who committed atrocities were left behind by SPLA and the do not know what is going on in Pibor county. Kuol said that cattle stealing and children abduction will stop as Yau Yau is receiving arms and ammunitions from the Khartoum government. He said after the Jonglei chief’s conference in May 2012, all chiefs toured all the eleven counties disseminating peace to their communities. The governor said that close associates of David Yau Yau were killed by the SPLA and with that there are no reasons for him to continue fighting a war which claimed the lives of his own people and close friends. The commissioner of Twic East County Dau Akoi Jurkuch has said that appreciated the government for granting a pardon so that the government should create peace in the country. An estimated 5,000 South Sudanese rebels surrendered and accepted an amnesty deal issued by President Salva Kiir on Friday ending a long-standing insurgency with the government. On Friday, South Sudan's President Salva Kiir issued an amnesty for six rebel commanders with bases in Sudan. The president mentioned the leaders of the different rebel groups as Maj. Gen. Gordon Kong, Maj. Gen. David Yau Yau, Maj. Gen. Bapiny Moyntuil Wicjang, Maj. Gen. Oyuog Ogot, Maj. Gen. Johnson Olwin and Maj. Gen. Munto Abdalla Munto. A statement from the SSLA the leadership of South Sudan Liberation Army, South Sudan Democratic Army and South Sudan Defense Forces declared peace with the government of South Sudan starting from April, 26, 2013. The statement said that 5,000 forces of SSLA have moved to Mayom County as part of the ongoing peace process and would move to areas under the control of the SPLA army. The statement said that within a week, a delegation that is composed of Lt. Gen. Gordon Koang Chol, Maj. Gen. Bapiny Monytuil, Maj. Gen. Johnson Olony, Maj. Gen. Karlo Kuol and Mr. Gordon Buay will land in Juba to meet President Salva Kiir Mayardit to finalize the integration of all rebel forces to the SPLA army. The SSLA, formed in the late 1990s, is one of largest rebel groups in the region. It switched sides several times during the civil war between north and south Sudan that killed some 2 million people in fighting over oil, religion, ideology and identity. The war, which began in 1983, ended with a 2005 peace deal that paved the way for the southern secession. This is the second time the President is renewing the amnesty offer to the various rebel groups despite others like Yau Yau abrogating such pardons before and returned to the bush.
