TORIT, 14 May 2013 [Gurtong] –The Eastern Equatoria State Education
Ministry Acting Director for General Education, Celestino Nyei Dumo
condemns the practice describing its unprofessional move being
committed by a few elements of teachers whom his Ministry puts
endeavour to develop their capacities accordingly so they are able fit
into the teaching profession.

He discloses that he surprisingly received a list of 40 drop out
saying most of the drop-outs deserted the in-service training program
from three vocational centres notably Torit County Education Centre,
Budi County Education Centre and Kapoeta South County Education
Centre.

The Director prefers the teachers to abide by the ministry’s interest
of developing them through capacity building initiative through the
ongoing in-service training Program in the state supported by South
Sudan Teachers Education Program (SSEP).

He said that his ministry puts extra efforts to realize quality
education by developing its teachers to deliver to the expectations of
beneficiaries and employer.

The official attributed the escapement by the teachers from the
in-service training program to low level of educational background,
domestic or family problems, financial hardships and some of them with
little interest in the profession.

While warning them to take profession seriously, the Acting Director
underscores the importance of maintaining professional ethics and
values so the society they teach their children view them valuably
with due respect as they will always continue to develop their
children to fit the society as future leaders.

He insistently notifies those teachers undergoing in-service training
at various training centres to continue without interference saying he
is very typical to go against those deserting the course without
satisfactory rationales.

Dumo further warns that if the practice persists his the ministry will
not consider those defectors from the in-service training program but
pretending to come back to teach in schools.

He feels sympathetic of the fact that the government uses its little
resources to ensure that teachers are developed into profession
becoming proficient but regrets about those declining after they are
selected to continue with development through the in-service training
program.

The director clarifies that the in-service training programme has been
designed to ensure teachers without appropriate qualifications in
teaching could be modelled into professionalism saying the program
basically intends to enhance capacities of low teachers to deliver
better in teaching profession

He says since the program is valued and will automatically enable the
public service sector per its regulation and rules to recognize the
qualifications of teachers for subsequent adjustment of their salary
scales.
