TORIT, 26 May [Gurtong] – The Council also asked for clarification on
the move for land allotment. A letter dated 20th May 2013, signed by
the Torit County Council chairperson’s Ephraim Oromo gives eight (8)
reasons for the demand to suspend the allocation of plots at Ikorobo
and Tutumore, areas within its authority.

Some reasons advanced by the petitioners are that land was taken
without consultation with Torit County Legislative Council and
discriminatory land allotment method against the legal owners of the
land.

The Council also cited corrupt tendencies by some individuals who get
up to ten plots per person at the expenses of other residents-
disregarding or undermining the rights of others.

“A demand to offer employment opportunities for host community of the
Torit as the state capital is another issue,” the petition states.

“They also demanded to see the master plan of Torit,” a source told Gurtong.

A copy of the petition letter has been sent to the state governor, the
minister of Public Administration and Internal Affairs, President of
the High Court, Head of Legal Administration Torit County, the Legal
Advisor of Torit County, State Commissioner of Police and National
Security.

The Torit County Commissioner German Charles has however dismissed the
petition, terming it as illegal since the county council lacks
necessary legislation tools such as the Business Code of Conduct to
regulate its affairs.

According to the Commissioner, surveys and allotments of plots in
Torit town are ongoing but warned residents against fraudsters selling
illegal forms without notice of the relevant authorities.

He stressed that government transactions especially leasing department
must issue official valid government receipts.
