FIELD COURSES EAST AFRICA
The learning season in Jinja

The Institute's 2013 field courses began in the second week of June with the
Horn of Africa Course. Forty-four participants gathered in Jinja, Uganda, from
8 to 14 June for a rolling seminar on the history, politics, economics and
culture of Ethiopia, Eritrea, Djibouti and the Somali territories. The teaching
staff of the course comprised more than a dozen luminaries from the worlds of
scholarship and activism in the Horn, including Christopher Clapham, Kjetil
Tronvoll, Dereje Feyissa, Shiferaw Bekele and Fouzia Musse. The RVI's Great
Lakes Course (covering Uganda, Rwanda, Burundi and Democratic Republic of the
Congo) will take place from 22-28 June; the Sudan and South Sudan course from
6-12 July. Both courses are held in Jinja, overlooking the Nile. A limited
number of places on each course are now available due to cancellations.

My Mother Will Not Come to Juba: launch of report in South Sudan

"My mother will not come to Juba. She is waiting where she is. But she is

rights of women and disabled people and term limits for political office.

Ben Lou Poggo,

SOUTH SUDAN
Access to justice in South Sudan
Since the Comprehensive Peace Agreement between South Sudan and Sudan, rural
areas of South Sudan have suffered an upsurge of inter-communal violence,
sometimes politically motivated. Killing, looting of livestock, abduction of
women and children, gender-based violence and destruction of property are
commonplace; perpetrators largely enjoy impunity. A report by David K. Deng of
the South Sudan Law Society (SSLS), Challenges of Accountability: An assessment
of dispute resolution processes in rural South Sudan
(http://www.pactworld.org/sites/default/files/Challenges%20of%20Accountability_FINAL%20May%2016.pdf)
, shows how judicial systems in Eastern Equatoria, Jonglei and Upper Nile
states are trying and failing to meet the needs of rural populations caught up
in cycles of conflict. A report launch will take place on Thursday 20 June,
from 8.30am to 1.00pm, followed by a lunch, at the Quality Hotel in Juba.
International organizations and the UN are requested to send a maximum
of two people per organization and RSVP to [email protected]
(mailto:[email protected]) .

SUDAN
Crisis of citizenship in Sudan
As fighting continues in Kordofan and Darfur, in Sudan, a report by the
Kampala-based International Refugee Rights Initiative (IRRI), The disappearance
of Sudan? Life in Khartoum for citizens without rights
(http://refugee-rights.us6.list-manage.com/track/click?u=0117875782648cffccbeceb43&id=d1c264c759&e=a04349ba02)
, examines the experiences of people from South Sudan and Western Sudan
displaced by war to Sudan's capital, Khartoum. The report argues that at the
root of Sudan's wars and the dislocation of its peoples is a crisis of
citizenship that must be resolved if the state is to survive.
