* WAU, 19 November 2013[Gurtong] - *Lual’s appearance before parliament
comes after the audit committee revealed that the ministry could not
account for more than 1.5 million South Sudanese pounds and other plots
were issued to the national government officials without details of payment
and the transaction of six cars being given to the state government by
providing investment companies with land.

The director was asked to answer on how funds received as rent from 285
government buildings are spent.

Other issues for clarification included providing answers on how the money
being paid for land survey in the state come under control of ministry of
Physical Infrastructure instead of being disposed to the Finance Ministry
account.

Before answering the questions, Lual first asked not to be asked political
questions since he is an administration specialist.

On how the ministry used the money, Lual said 80 percent of the money was
used accountably with all accepted financial documents.

“The ministry did not at one hand utilize the money on individual benefits,
the money was used on ministry activities,” he said.

On the issue of land being given without pay to some national government
officials, he said this is a political question that as an administrator
should not answer.

“I do not know the high command relationship with those who were given the
land for free,” he said while MPs said the system was not clear because the
land numbers were bearing payment documents.

He said the issue of six cars being transacted with land was the government
that made the deal with the investment company without involving the
ministry and the six cars are used by the government ministers.

He finally thanked parliament for inviting him to clarify on the audit
report and point out the success of the work on financial aspects.

There was no single evidence that could subject the director to be
accountable for any loss in the ministry.
