*Defence Minister on Tuesday appeared in the National Legislative Assembly
and explained that the army failed to defeat David Yau Yau’s rebels due to
lack of roads, logistical inability and scattered pattern of settlement in
Jonglei State.*

Kuol Manyang Juuk said the army could not respond quickly to arrest the
security situation due to lack of roads and logistic support including
aircrafts.

He added that the ministry’s budget caters for salaries and undermes
logistical demands.

Minister Manyang disclosed that Yau Yau’s rebel group have strike and
escape tactics of attack making it difficult to locate or pursue them.

He added that the rebels were using the civil population as a shield,
posing failure to SPLA in hunting for them.

The minister recommended that nationwide peace and reconciliation campaign,
disarmament and amnesty validation be pursued to realize total peace,
security and development.

The national assembly declined to respond to his report and demanded
appearance of the Interior Minister Aleu Ayieny Aleu who was reportedly
outside the country to explain his role before deliberation on the matter.
