By Jok P Mayom JUBA, 13 June 2015 [Gurtong]-The delegation was also expected to meet with the SPLM in Opposition negotiating team led by Taban Deng Gai but the meeting did not take place. The consultation which was scheduled for two days last week was to bring the negotiators from both sides together for the consultation talks ahead of the Intergovernmental Authority for Development (IGAD) Heads of State Summit. “Yesterday, the chief negotiator accompanied by the two other members of government negotiation teams returned to Juba after their consultative meeting with the IGAD” said Ateny Wek Ateny the Press Secretary to President Salva Kiir. “They did not have a chance of seeing each other with the rebel groups because the mediators were talking to them separately” “The synopses of the proposal were availed to them of which each of them have rushed to their constituencies in order to consult with as much as with the political leaders of that locality as possible” he said. “When the President looked into the documents, he called yesterday the extra ordinary joint meeting of the political bureau, cabinet, secretariat of SPLM and other members of the political parties” Ateny said. "They came and made some deliberations that are going to be made public on the document" said Ateny at a news conference last Friday. Ateny added that the proposal for the IGAD has made a mixed reaction especially in the area of power sharing for the greater Upper Nile. The government chief negotiator, Nhial Deng Nhial was accompanied by the Government Spokesperson Michael, Makuei Lueth and Deputy Foreign Affairs Minister, Peter Bashir Bandi. The mediators have proposed an IGAD-plus framework, involving 5 African Heads of state, the United Nations and the TROIKA nations of the United Kingdom, the United States and Norway.
