President Kiir Will Not Take A Second Oath For Tenure Extension-Speaker The Speaker of South Sudan National Legislative Assembly Rt. Hon. Manasha Magok Rundial on Wednesday while addressing parliamentarians said that President Salva Kiir will not be taking an oath for his tenure extension. 10 July 2015
By Jok P Mayom *JUBA, 08 July 2015 [Gurtong]*- The Speakers’ remarks came after members of parliament requested to inform their constituents if the President will be taking a second oath for the extension of his office. Rundial said the National Legislature is reliably informed that the executive conducted a number of legal political and diplomatic consultations for a month on whether the President should take a second oath for his tenure extension. “Our own committee for legislative affairs was involved in these consultative meetings” he said. The NLA Speaker said that the final decision was that the President need not take an oath. “The key word in this matter was the word extension and oath,” he said, “we are aware that the extension is the continuation of the life of a pattern for an additional legally allowed period of additional time to take an action, make a decision, accept an offer or complete a task. Oath on the other hand is apparently taken by a person about to enter into the duties of the public office afresh by which a person promises to perform the duties of that office in good faith” Rundial added. “The legal interpretation presented above no doubt supports that decision that H.E the president existing tenure and mandate of office has only been extended and that taking additional oath was not required” he noted. “It is very important to clarify this point so that our people and partners understand why the president does not need to take oath” said the NLA Speaker. Members of the National Legislative Assembly during the last session on Tuesday, March 21st endorsed the three years for the extension of Presidency tenure till 09th July, 2018 to give way for peace hence leading to a free and fair elections come 2018. The Transitional Constitution 2011 Amendment Bill of 2015 has been passed unanimously by more than two thirds majority and Parliament acted in accordance with the Transitional Constitution of South Sudan to amend Articles 66 and 164 to extend the president's and legislature's terms. ------------------------------ [image: Bookmark and Share] <https://www.addthis.com/bookmark.php?v=250&pub=xa-4a8952f0662ccc6f> Posted in: Home <http://www.gurtong.net/ECM/Editorial/tabid/124/ctl/CategoryView/mid/519/categoryId/1/Home.aspx>, Governance <http://www.gurtong.net/ECM/Editorial/tabid/124/ctl/CategoryView/mid/519/categoryId/6/Governance.aspx> -- To post to this group, send email to [email protected] To unsubscribe from this group, send email to [email protected] Visit this group at https://groups.google.com/d/forum/southsudankob View this message at https://groups.google.com/d/msg/southsudankob/topic-id/message-id For more options, visit https://groups.google.com/d/optout --- You received this message because you are subscribed to the Google Groups "South Sudan Info - The Kob" group.
