EES Tells IGAD To Reverse Its Proposal
Eastern Equatoria State, has reject the latest Inter-governmental Authority
on Development (IGAD) proposal on South Sudan to end the conflict in the
country.

*TORIT, 04 August 2015 [Gurtong] –* “Our stand is clear. We need peace. But
the peace we need is not what IGAD and UN are working for. They are
biased,” said the State government Spokesperson, Hon. Mark Akio Ukinbul.

He said that the IGAD proposal has no basis and it was only propagated by
the rebels and that his Statewill not accept the proposal.

The State officials have accused the IGAD's leadership for being biased and
warned that the proposal is a recipe for another prolonged conflict in the
country.

Meanwhile, other States and the national Government have launched protests,
rejecting the IGAD's proposal.

Under the IGAD's new deal, during a 30-Month Transitional period, President
Kiir shall remain the President while the rebels will choose a candidate to
fill the newly created position of first Vice President.

Parliament would be expanded from 332 members to 400.

Riek Machar’s group will get 50 percent of the additional Parliamentary
seats, with the country’s other political parties and the SPLM-FD getting
17 and 1 percent respectively, according to the IGAD proposal.

It further proposes that within 18 months of the transitional period, the
Rebel forces shall be reintegrated eventually with those of the government.

The deal proposes that Juba will be demilitarized within 90 days of the
agreement in order to create conducive conditions for the formation of the
transitional government of national unity.

The government and rebels are currently on short holidays consulting their
respective constituencies in Juba and Pagak respectively until 6 August
when both are expected to return to Ethiopia's Addis Ababa for a final
peace deal which is expected to be signed by 17 August 2015.

But president Kiir has vowed not to sign any deal that gives the opposition
three States of Upper Nile, Unity and Jonglei where the conflict is
concentrated around the oilfields.
