This report provides an in depth examination of the challenges and dilemmas
associated with the Protection of Civilians (POC) site model that emerged
in South Sudan after the December 2013 crisis.  The report, which aims to
provide lessons for future POC efforts, advises how aid workers and
peacekeepers can co-exist in a shared space; how rules should be set up to
manage criminality and security issues in camps; to prevent the flow of
arms into sites; and how to ensure families are eventually able to leave

This study conducted in 1999 describes South Sudanese notions of
vulnerability and obligations of mutual support, which can sometimes
compete with humanitarian approaches. The understanding of these concepts
continues to be of key importance to ensure that aid does not undermine
local authorities and mechanisms of mutual support and resilience, which
are pivotal for the survival of people. Read more
