She got out a pen and wrote in large letters on a piece of paper the word 
"RECRUITING!" and placed it in a promenant place on her desk. She wuld have 
to talk to recruiting command very soon.

Kit sighed.  She knew how much she was asking him to do.  She sent back a 
note.

Captain,

Forgive me, I know I ask much of you.  I will work on this project myself.  
I can't tell you how much your hard work means to me.  Thank you.  We'll get 
back to where we were meant to be, it'll just take a lot of hard work on our 
parts and a lot of patience on mine.  I want it all to get done now and 
bring us back to where we should be today.  After seeing the outposts you 
sent me to, that fire has been kindled to a raging inferno.  If you take a 
look at the orders I gave today, you'll understand how serious I am about 
it.

Again, forgive me, Captain.  I'll take care of this one.

Kit sent off apologies and notes to those commands, saying that there was an 
immediate need to return those posts to Spec Ops command.  SHe also reminded 
them that the posts were still attached to their previous commands, and Spec 
Ops was and is committed to its role in the fleet.

RE: Status of Special Operations Contingent

Admiral, after visiting Pumace Outpost, I determined that it badly needed to 
be returned to Spec Ops direct command.  The mission of Special Operations 
is to provide information and immediate strike capabilities, should they 
become necessary, in critical areas.  Pumace was both undermanned and 
undersupplied, and could not carry out that mission effectively.  Because of 
the critical importance of that area, this situation was unacceptable.

And while I appreciate your situation with the Bajorans, Admiral, Special 
Operations is a Starfleet command, not a Bajoran one.  Due to the extremely 
sensitive nature of the information we handle, I cannot condone allowing top 
secret Starfleet operations to be controlled by ANY individual planetary 
government, whether it be that of Bajor, Earth, Cait, or any other 
government besides that of the UFP.

I do apologize for the suddenness of the order, but the situation at Pumace 
was one that could not be put off.  No matter who they are assigned to, the 
people on Outpost Pumace are my people, and their welfare is extremely 
important to me.  So the order will stand: Outpost Pumace is now under the 
command of Special Operations, attached to the Sixth Fleet.  This should not 
in any way endanger your command structure - the outpost will remain at your 
disposal for approved missions.  Your mission requests must simply go 
through us, now.  I do not think a few Spec Ops people in a remote outpost 
will seriously jeopardize the entire infrastructure of the Sixth Fleet.

She started in on the study she needed.  Getting the casualty reports was 
easy; she got those from the computer.  It would take a bit longer to look 
at the repeat missions, but that, too, was fairly easy to get. Raw numbers 
of number of missions and their success rates were easy to find, too.  Then 
she started actually reading the most recent reports from the outposts...
