        Lasiter smiled, "I do think that I have him on this one.  Besides, I
can hold him back a bit too....." he smiled even more.  "But that would be
counter to what I am trying to do here......  Admiral Bedru I would like you
and Garibaldi to be the first to know that I am planning on some major
changes to Starfleet Command.  I hope to announce these changes in a few
days.  Announce them and work with Starfleet Command as a group to refine
these changes into a broader reform plan for the entire fleet.  With the
support of SF Command, it will be ready to be introduced to the President
and to the Federation Council.  From there the real work of bringing us back
will begin.  The watching, waiting, and planning time is nearing an end.
...."

    This caught Gariabldi a bit off guard.  He knew that Lasiter was
planning something, but he never thought that it would be ready for prime
time just yet.  He knew Lasiter too well for that.  Perhaps Lasiter was
working on this idea of his long before he came to SF Command.....
