"But rrregarrdless of what he says, we have worrrk we must do on ourrr own.
Even if Lasiterrr agrrrees with us, we can't expect him to solve all ourrr
prrroblems forrr us. Starrrfleet didn't get to this point by the actions of
the people who occupied that sole position. It happened because forrr too
long, commanderrrs at all levels have let things slide. Yes, a strrrong
CinC would help alleviate that, but he can't just wave a magic wand and fix
it all forrr us. If we don't act to take charrrge of ourrr own divisions,
he can't do that forrr us, even if he is on ourrr side. Let us clean out
the dead weight on ourrr own, rrremove the incompetant, put them in desk
positions wherrre they can't hurrrt anybody. Whateverrr change happens
won't be overrrnight, rrregarrrdless of his position on things, so we should
starrrt by changing the things we *can* contrrrol."

"Fine! I'll go talk to him rrright now, if that'll make you feel betterrr."
She was getting a little tired of the single-mindedness. In fact, she had
to tell him about all this, as she was leaving the next morning. The
brother would be a problem, but she trusted that Admiral Lasiter would see
to it that they could discuss things privately by getting rid of his brother
after a point.

Oblivious to the deeper meanings of the debate...  Kettering replied, "That is why we are acting with you, Admiral Kitanya.  You are going to talk to Lasiter.  If he does not or will not see things as they are, then we will have to move to the next step.  If he will, then we will expand the conversations into something more conductive to getting real work done."
