"That is the group that I want to make contact with first. They will fit in perfectly with what is going on now, and could be a good lead in to the others. Speaking of the others, I am afraid that I will have to take serious action against one of them to enforce or to prove my positon as leader of this pack we call Starfleet. That is something that I do not want to do, as I am sure you know that such actions can only go one of two ways- very good or very, very bad. Now, just who seems to be the leader of this break away group and who is the leader that they are frustrated with?"
She hated this part. Betraying confidences was not for her. But she'd started this - she had to finish it, and he'd find out anyway at some point. She sighed, her conscience giving her trouble. She hadn't expected them to be the good officers they were.

"I'm sorrrry, sirrr. I know. It's just harrrd. When I starrrted this, I thought these werrre people who sought to brrring Starrrfleet down." She looked at her tea and took a deep brrreath. "The one they werrre upset with was Admirrral Ketterrring. He wants to deal with things frrrom the top down, starrrting with you, beforrre he gets to the rrrest. The one who walked out was a Betazoid admirrral, I do not know herrr name. About fifteen people left with herrr," and she named as many as she knew. "They felt it was theirrr rrreponsibility to fix theirrr own prrroblems, regarrrdless of who was at the helm and didn't want to wait forrr action when therrre werrre things they could do on theirrr own." >From her voice, it was clear she sympathized with those people.
