 >David had spend the past several days considering just how to implement 
the JAG review process.  Admiral Lasiter had made it clear what

David would randomly collect a pool of names out of his system of officers 
in good standing at several of the major bases where these panels would 
take place. He would run a script that would randomly select the 
participants that would be the 3 non-JAG officers and once the pool is used 
at each base, a new pool would be selected. Obviously the JAG officers 
selected would be selected case-by-case. He reserved the right to join in 
any of the panels and take part as he felt appropriate and would definitely 
be involved in the first few. All participants remain known only to David 
and on the final report to CinC.

Procedurally, they would be mainly looking at recent or past cases--in 
progress cases are not an option as they are current investigations but 
stalled cases could be looked at if warranted. Case files would be read by 
all participants with any necessary security info altered and then 
discussion would take place. At that time law will be compared to actions 
taken and an evaluation will be done. At that point David collects the 
information and renders their decision to JAG and the CinC with further 
recommendations or actions that need to be taken legal or otherwise.

Joe,

I will need to catch up with the CinC and see if we can get permission to 
start takedowns. I expect an update on Firehawk's actions immediately which 
will also impact plans. Will get back to you. Big news coming soon.
