{Hint... read the first paragraph and get ready to
talk to the big guy with some ideas...}
David had spend the past several days considering
just how to implement the JAG review process. Admiral Lasiter had made it
clear what the consistancy would be, three officers not in JAG and two JAG
officers not related to the situation. David had been working on just what
procedures would be used to call up one such review board, and how a proceeding
would be run. Hard work considering the complexity of the situation-
wanted to provide a proper balance to JAG authority and did not want to step on
toes at JAG or tie their hands in tricky situations...
He had also met with Joe reciently about his
anti-corruption task force. The investigations had been going, but not
exactly well. They had leads, but little else. They needed a
break. Joe had wanted to bust a few suspects and try to turn them as
informants, but had not pushed the idea since he knew full well that Lasiter
wanted a big sweep, not little raids that would tip off the major
players.
Joe sent this memo to his boss, David.

Re: Progress
Sir, I am at a loss to explain
our progress. We have plenty of leads, but they seem to dead end at
various places. While I am aware of Admiral Lasiter's desire to avoid
tipping off the 'big fish' in these corrupt enterprises, I feel that it is
necessary that a few well placed arrests are made. I would like your
advice in this matter.
