"Garibaldi's not too bad, you know.  He may be an Admiral, but he's been a 
scoundrel a lot longer.  I've been trying to convince him to join my 
operation.  He's smart, pays on time, and can keep a secret.  And, to top it 
off, he knows that a flick of my wrist will see the precious Venasian 
Ambassador keeling over from withdrawal.  Considering how important she is 
to the peace negotiations right now, he's not going to do anything to 
jeopardize her life."

"If you need other reasons, Garibaldi has a Federation bankroll at his 
disposal, and he can help you keep your smuggling routes clear of poachers 
*and* Starfleet police.  Believe me, I've gained more profit from that 
service than any of those Starfleets could ever pay me out of their own 
pocket. Because those corrupt, lazy, stupid pansies will eventually turn 
against you when you get in their way... probably by hiring one of us."  She 
smirked then. "And besides, it would be fun."
