ships at Spacedock immediately. Those we know unlock the moorings
immediately and order them to back away a safe distance from Spacedock.

There was a small problem... While ships could technically be released from their
moorings, the star-doors were closed. Thus, no way for ships to get out. Not until
the reactors could be brought back under control.
