Lorin was thinking...Spacedock is in critical condition. Everything was
locked down including a bunch of ships, that if an attack took them all
would devastate the fleet."Commander K'Tael-any possibility we can run
some crews through some of the ships in dock and declare them safe so we
can unmoor them and get them a safe distance away from Spacedock?"

You don't need to answer that. Mr. Arsineau-start running a sortie on all
ships at Spacedock immediately. Those we know unlock the moorings
immediately and order them to back away a safe distance from Spacedock.
Let's reduce any chance of more issues. Do it...now."

There was a small problem...  While ships could technically be released from their moorings, the star-doors were closed.  Thus, no way for ships to get out.  Not until the reactors could be brought back under control.
 
Brad turned toward the Admiral.  "Sir, we won't be able to do that unless Commander Shevab releases some power to the star-doors.  I don't know that he will be willing or able to do that until we have the reactors up and running."
