with 75 kilo silicon brain,," smiling comically.
Lorin made an almost imperceptible nod at the comment...
>"I couldn't agree more that we need to be in better contact with civilian
law enforcement, Admiral. However, I want that to be an action item for
Starfleet Security as >a whole.", Lasiter said leaving his gaze on Rear
Adm. Smallwood.
>Smallwood simply said, "Yes, sir."
>"I also want additional security assigned to Spacedock, if it will help.
Any other needs?", Lasiter added.
>Smallwood piped up again, "Yes, sir. We should not be making these
changes to Spacedock alone, but to all space stations in Starfleet.
Otherwise we are just >inviting another such act elsewhere."
>"Agreed. Implement similar changes elsewhere.", Lasiter agreed. "On the
idea of joint patrols with the diplomatic security forces... That's a bad
idea. It sends the >message that we can't protect them here, and it
relinquishes a certain amount of control over the station. You may expand
the area that they may include as part >of their security zone, but no
joint patrols.
>Admiral t'Llhweiir, I want you to talk to those governments with
embassies on station, and inform them that there will be security changes
that will effect them. >Everyone gets scanned for weapons and explosives.
No exceptions. This is a military station, and they do not have to have
their embassy here. Their privacy will >be protected, but we will scan for
explosives and weapons only. They can have their security present when it
is done, but that is the new rule. Until I am reversed >by either the
courts or the President that is how it will be."
Lorin listened....he had a good set of people working under him. He was
grateful.
"Admiral-I would also like to make another request. In times of emergency,
we need to develop a quicker method for getting ships out of Spacedock's
bays. It took way too long and I take full responsibility for that. We need
to find a method that we can open them directly from Ops without needing
Engineering's assistance in case of a near-catastrophic event in that area.
At current time the Senior Officer on duty give the order but it must
actually occur through Engineering's controls. We can also devise a way to
get them open even when power and gravity sources are inoperable therefore
making it difficult to drop the moorings. This would increase security for
all ships and could e applied at all Starbases. I have no doubt Commander
Shevab's team can handle this, however the permission to change this must
come from you."
That answered the next question that Lasiter had. He was pleased that Lorin was not
only taking responsibility, but wanting to take on the task of finding a resolution to
the problem. That was in fact how Starfleet should be operating.
"I don't want a narrow review of the situation, Admiral. The technical, mechanical
issues are definately part of the overall problem. However, there is also a
procedural problem as well. The regulations that govern when and who can cancel an
alert, when may the star doors be opened and closed, etc must also be examined. If I
am remembering correctly, the regulations on star door opening and closing presume
that any threat would be on the outside. This was not the case in our situation.
While Commander Shevab is working on a technical resolution, I want You, Admiral, to
make recommendations on the procedural changes. I expect that both you and Commander
Shevab will work with other officers in your staff. Specifically, Commanders Dais,
Firehawk, and K'Tael. Their expertice will prove invaluable in both efforts. I want
preliminary reports to my chief of staff and the chiefs of fleet and starbase
operations within 2 weeks, and a final report in one month from today.", Lasiter said
neutrally. While he may have been pleased at the responses he was getting, he would
not show it.
{Response}
"Moving along..... Why were we caught off guard here? What resources do we have in
the field to counter this threat? Why have Intell and Fleet Security dropped the
ball, or rather, why are two of my departments not communicating with each other when
they should be?", Lasiter had just shifted focus from Lorin and SPD to t'Llhweiir and
Smallwood.
"Well, sir, security and Intell have not communicated well under previous commands,
and that is one issue that I intend on resolving immediately.", Smallwood said clearly
putting the blame on Lorin.
"What was that?", Lasiter said sharply.
Smallwood not feeling quite as cocky as he did before, but still self assured that no
one would dare to attack the brilliance of one RADM Smallwood. "There have been
failures in the past. It simply was not encouraged. The culture was to be
independent and self sufficient. Bringing in other departments would have been
considered a sign of being uncapable of doing one's job..." Again, clearly shoving
the blame to Lorin.
Lasiter cut him off. "Admiral, Perhaps you did not hear me when we started. We are
not here to fix blame, but to identify and fix the problems. I asked you to take on
the leadership role of SF Security not because Lorin Renaud was not capable, but
because I needed him for other projects. Taking him out of security was a difficult
decision, but a necessary one. ", he said angrily. Very angrily. "Hindsight is
20/20. We have *ALL* become a bit complacient and over secure, and that stops now.
It stopped when the first shots were fired at the funeral. Now let's all get on the
program, and get back to business.
Admiral Smallwood, I will talk with you privately after our meeting is complete.
Admiral t'Llhweiir, can you brief us on resources currently in the field...", that was
the straw that got Lasiter to explode. Lorin had done well. Smallwood was now inthe
hot seat.
