>She looked over to the two gentleman who were seated at the table. "First, we have Ambassador Rilg. He has been appointed by the Ferengi Alliance to their seat >on this Council."

>Rilg bowed his head as he looked around the table.

Watson smiled at him.

>"Then, we have Ambassador James Watson. He will be replacing Commander NaTral in the seat for the Federation. She as only serving in that position >temporarily until a fully recognized diplomat could take the seat. In fact, I am going to turn the table over to Mr. Watson because he is the person who has brought >the current concern before the Council."

Watson stood and walked, leaning on his cane when needed, to the front of the room.

"Ambassadors. I am sorry to have interrupted your return to the station but after discussing what I am bringing up with the Plantoc, we determined it was necessary."

Taking a deep breath, he said, "When I went to my offices this morning a box was waiting-addressed to the previous Ambassador. Inside was this piece of paper."

He pushed a button on the screen to display the letter:

>"Ambassador Na'Tral,

>My apologies for the mysterious method in which this message meets you, but it was the only means accessible to me under the circumstances. I am writing in >hopes of obtaining your assistance. I am sure that you will find this no surprise, but I have not been brought back to Cardassia Prime as you and the rest of the >Diplomatic Council were told by my replacement, Melora Damesh. Instead, I have been placed under arrest and sent to a work camp. I have become a political >prisoner because of the work I have done in my role as Cardassian Ambassador to the Federation. I am hoping that you might be able to find a way to help me >gain my freedom once more. Since my return to Cardassian space, I have learned of some disturbing developments of which your government needs to be told.

>Golan Dulath"

Before response could occur, "With all due respect to you, Ambassador Damesh, the Plantoc and I are greatly concerned about the health and wellbeing of Golan Dulath. As I understand he served this Council well and earned the respect of those he worked with. Can you answer to this please?" He looked at her for an answer.
