If keeping things quiet was not enough to prevent the politicians and the
targets of the investigations from putting an end to the probes or me, I needed
people who would take the information and use it. People who have the
reputation and integrity to use the information for it's proper use. That
being to clean up Starfleet and put the corrupt in jail. I could not put
people at risk in the attempt to fix the problems in the fleet, and not have a
contingency plan in case the situation went south. Their risk, their effort,
can not be wasted by careless planning."
"And the reason for bringing us in now?" t'Llhweiir continued.
"Because it is time to act. While I do not have a problem acting alone, I felt that,
considering the circumstances and the finding thus far, that others at Starfleet
Command should be made aware. I choose the two of you, bcause I trust you. I trust
you to use this information in the best interestes of Starfleet, not for personal or
professional gain.",

"What needs to be done at this point?" t'Llhweiir asked.
Roeder looked at Lasiter to answer that question, as he was unsure it was being
addressed to.
"Well, in a few days I plan on taking some personal leave.", he started not explaining
the leave. The need should have been obvious to the two women with him. "While I am
on leave, the first arrests will take place. Upon my return, I will make these
investigations public. The vail of secrecy will be lifted, and we start to catch
spears. The Commanders will continue their investigations as they have been, except
they will be making bi-weekly reports to Starfleet Command instead of to me alone."
