t'Llhweiir nodded and left Smallwood's office. She returned to her own and
quickly ordered a team to the San Francisco site belonging to Jonathon Bates.
She instructed them to determine whether the Pride of Humanity was docked. She
would need a warrant before doing more.
In the meantime, she put the process of getting that warrant into motion. She
contacted Star Fleet Communications to beginning monitoring traffic for anyone
who had any knowledge about the planned relocation of the prisoner.
While waiting for results from these matters, she switched to chief of staff
mode. She had discovered a file that M'Rrenn had been working on before his
death. It was a list of potiential replacements as Chief of Staff. He had
been preparing to be reassigned to a field assignment, and had started looking
for a replacement for his boss. The list was short, just 4 names. The most
striking of names was a certain Captain. His current assignment was at the
Starfleet War and Command College, right in San Francisco.

General Background: Second child of 4 to Yuri and Stephanie Moscov. Both
parents worked for the family interstellar shipping business that is owned by
Yuri's older sister. Captain Moscov has two other siblings serving in
Starfleet: Lt. Simon Moscov, a medical technician, in the reserves and Cmdr
Ingrid Ivonovich, in the inspector generals corp assigned to 6th fleet.
Captain Moscov is married to Commander Lexa Spencer- Assistant Security Chief
in charge of protective services (escorts for VIPs), Starfleet Command. They
have three children. All in college. Hobbies include fencing, volleyball, and
cross country running.
Personality Profile: Vacili is a talented officer with a gift for seeing both
the situation at hand, and the big picture that encompasses it. This talent
has led him to be a bit brash, perhaps a bit of a risk taker, but never
careless or reckless with the lives of those under his command. In fact he
treats his responsibilities to them as a sacred trust. Vacili is serious about
his duties as an officer, and does not suffer those who do not feel the same
way. This has earned him the reputation as arrogant and snobish amoung some in
the officer corps. However, his abilities as a starship captain, a leader, and
as a tactician are well respected by all that know him.
He is not well suited as a full time diplomat, but is more than capable of the
job.
Career Profile: Moscov started out his Starfleet career as an ordnace officer,
and quickly progressed to a position on the bridge at tactical and later
operations. At each assignment he continued to learn about what it takes to
command a starship, and how to use that ship in dangerous situations. The
event that brought him into big leagues was in a war game exercise between two
squadrons of 8th Fleet while serving aboard the USS Archangel. During the
exercise the captain and first officer were "killed", leaving a young and newly
promoted Lt. Commander Moscov in command. He executed a series of maneuvers
that not only disabled a larger, more powerful vessel and her smaller escort,
but scored the winning shots for his squadron. His performance won him a
commendation, and shortly after that a transfer to the Starfleet Command and
War College as a student. The year long program challanged him mightily, and
he, again, proved what he was made of. Graduating in the top 10 in his class,
he took an assignment as XO of the USS Challenger. After 4 years on the
Challenger, Moscov earned the first of 5 different starship commands. Until he
was posted at the Command and War College as an instructor.
