"My apologies, Admiral. I must have misunderstood the situation relating to
the Safety Officers. What percentage increase in FTE's (OOC: full time
equivalents) would your request involve?"
"If I am allowed to combine multiple facilities as I have laid out for you-I
would say 8 new Safety officers. This is a 8% increase. That way I can shift
some of the burned-out current ones into other positions and refresh our
system."
"Eight percent sounds like a small amount. Is it possible that the changes
you are proposing would bring about enough savings to pay for the new Safety
Officer positions?"
Lorin was hedgy, "I suppose it's possible but I would be very concerned
about being caught short-handed. Would you accept a 5% increase instead for
now with the hopes that the savings will balance. We could add some clause
to allow me to add the 3% at a later time if needed?"
Ambassador T'Sar jumped in. "I would think that by merging projects
together, you would be able to eliminate some other jobs. The funds for
those positions could be used to fund an increase in the Safety Officer
numbers."
"Administrative positions can be cut by 2%. I will not cut Research
positions because they will be vital to the increased production in the
merged projects."
Sharez agreed. "Eliminating research positions would defeat the whole
purpose. If you add these aministrative cuts to the budget would that even
out the balance? If not, what percentage of an increase would you still
need?"
Lorin thought to himself-I just stated that...."I could settle for a 2%
increase for Safety positions alone at this time with some forward approval
of more if more projects come in and a new facility opened."
T'Sar glanced back and forth over her fellow committee members. "I believe
that could be attainable. You must remember that the budget is ultimately
managed by the Appropriations Committee and the Federation Council as a
whole. The best that we could do is make a proposal to amend the budget for
the department."
