"With the transfer of research projects the approperiate staff and budget 
should also be transfered.  While I don't know the specific qualifications of 
the effected personnel must have highly specialized qualifications.  As such I 
find it hard to believe that with medical research disappearing from R&D that 
there would be another project that they would be suited for.  Reassigning them 
to SF Medical would be the most logical decision.  Since the approved budget 
included specific research projects, it stands to reason that the Council as a 
whole thinks it necessary to fund it.  Again, it sounds logical to have the 
budgets follow the projects to SF Medical.", added the Terran Ambassador 
finishing taking a look at the Vulcan ambassador.
