civilian contractors and research institutions, and he is not the only one.
Be careful for what you ask for, Admiral.  You may just get it.", he said
with a disconcerting smile about his face.

"I will not do that sir. I will use Civilian folks only to supplement what
you authorize for me."

"And if you are not careful, that may be just what is authorized.", responded 
the terran.

"I object to the characterization that the Terran Ambassador has made.  I 
formally protest to the Chair of this committee.", announced the rather 
indignent Rigellan.

The Terran rolled his eyes.  It was clear that there was not love lost between 
the Ambassadors from Rigel and Terra.

"My apologies if I have offended you, Ambassador.  However, I do believe that 
my comment was not inaccurate.", answered a condescending Terran.

"Ambassador.....", answered the exasperated Rigellan...

Sharez banged the gavel.  "Gentlebeings, may I please have some order.  I 
believe we are all here to ask questions of Admiral Renaud.  Since we know he 
has a busy schedule, perhaps we could focus a bit on that task."  Sharez then 
turned back to the Admiral.  Since this type of facility could a be a boon to 
the communities in which they are placed, I am assuming those worlds would be 
willing to help with funding for facilities and personnel.  That should help 
with controlling graft."  He glanced toward the human and Rigelian as he made 
his point.
 
"Perhaps that could be balanced by taking proposals from interested worlds.  
That could help with having the facilities built and maintained for us.  It 
would also mean that, in some instances, the facilities could already be 
available."  It was unsaid by the speaker that Tellar would be a beneificiary 
of such an arrangement since they are heavily involved in research and 
construction all ready.
 
"That's a good idea, Ambassador.", answered the Terran.  "There would have to 
be specifications for the facilities, and I am sure that we, the Committee, 
would want to be sure that employment was open to all member worlds.  To be 
sure that the best qualified were selected."
