Sharez nodded. "Do you have a suggestion as to where such an 
installation could be located?" It was clear that Sharez was open to 
this possibility since Andor hosted a number of Federation weapons 
research facilities.

The Tellarite banged his fist down on the table to bring the attention 
of all those in the conference room to himself.� "I would also like to 
know what requirements such a facility would need for a location and 
accessibility to materials."

He looked at the Tellarite and then to Sharez, "Naming a new location 
immediately would not be feasible as I haven't had confirmation from 
the Council as to whether I can indeed combine these projects. If my 
proposal to do so is approved then I will institute an immediate 
Inventory and Needs Assessment study of both projects. Then whichever 
representatives are interested in the project will have the opportunity 
to bid on it and the higher bid (in terms of resources) will win if all 
security needs are met."

Sharez's antennae flipped back in surprise.� "You are telling me that 
you are going to base the selection of location on a bidding process 
rather than on what is most appropriate for the needs of this combined 
project?!?"� The anger and shock was evident in the tone of his voice, 
which was rising steadily as he spoke.� "These are high security 
project.� Selection of location should be based on project and security 
needs.� That is why I asked you what requirements would be needed."

Sharez leaned forward and looked at the rest of the panel to see who 
wanted to jump in.� He was sure he was not the only one with concerns 
about the answers being provided by the Admiral.

"Perhaps you would want to take a look at some of the member worlds 
that already have such contracts.  They would already be in the system 
and would only have to adapt such a system to the new project."  Brak 
the Tellarite clearly had some self interest in the discussion.

The thought of bidding on the research facilities contracts was very appealing 
to the Terran Ambassador.  Competition would get Starfleet the best price, and 
would benefit the local economies.  That would also open Earth up to the 
research.....  He did not much think of the security concerns.  They would, 
naturally, be part of the bidding process.

He leaned forward eager to hear the answer, but not otherwise commenting.
