    I can definitely see you concerns on this, particularly since Bedru is technically the Starfleet liaison to the Council rather than a representative.  Technically, the Federation representative (a.k.a. James Watson) had taken on the responsibility of playing mentor to the Ramesar delegate in its proposal to join the Council.  It is likely since the Ramesar is coming to Spacedock, a Federation outpost, the Federation delegation would be the ones to host.  In lieu of his absence, someone else from his team or from the Department of State should be making the arrangements.  One of the reasons, I had the Aqualish offer to host the reception at their embassy was in the hopes of smoothing things over.  They would not want to step on toes, though, so that is why they were asking Bedru about any preferences the Federation might have.  Since Bedru seemed to be teaming with Watson, and she had contacted them, they assumed she was to be representing the Federation.  They could be redirected to contacting the correct person, if you or Pete want to provide a name.
 
    To be fair to Pete, part of this is partly our (the GMs fault).  In our attempts to speed this up, we set up a situation where he needed to be in two places at once.  That was not our intention, but it has proven to enliven discussions between people.
 
    Sorry for the confusion and any stress this has brought about.
