Dai'Cou stepped forward first, primarily because he was their representing the Council Chair. Once he was in front of the Emissary he leaned forward into a diplomatic bow. "I am Dai'Cou y Caimlyn of the Aqualish Union. On behalf of our embassy and the Chairwoman of the Diplomatic Council, I welcome you to Space Station McKinley." (anyone else?)
